It is the municipality’s obligation to itself and the State of North Carolina for the preservation of cities and of urban life against physical, social and other hazards that endanger the safety, health and welfare of its citizens.

General Information

Garbage:  Every accumulation of household waste (animal, vegetable and/or other matter) that results from the preparation, processing, consumption, dealing in, handling, packing, canning, storage, transportation, decay or decomposition of meats, fish, fowl, birds, fruits, grains, or food containers; but not dead animals.

Bulky Waste: Large items of furniture

White Goods: Refrigerators, ranges, water heaters, freezers, swing sets, scrap metal, copper, and other similar domestic and commercial large appliances.

Roll Out Cart: a 96 gallon company-owned and provided receptacle with two wheels and a properly designed axle and fittings, and a top lid that is to remain closed except when loading waste

 

Waste Management Need to Knows

Garbage

Waste will be collected every Friday in the service area of East Spencer.  All garbage must be curbside by 5:30 a.m.  Carts should not be placed at curbside before 7:00 p.m. on Thursday and must be removed by 7:00 p.m. on Friday.

All garbage must be placed in Roll-Out Cart for pick-up.  No bags placed outside the approved cart will be picked up.  Carts shall be placed in a location that is readily accessible to Waste Management and its collection equipment, not to exceed five (5) feet from the curb or edge of the traveled portion of the street or road and not located in a manner that will block the driveway or mailbox or otherwise inhibit proper servicing.  In rural areas, pick-ups will be limited to mailbox locations.  Private roads will not be traveled.  Lids of Roll-Out carts must be closed completely or cart will not be collected.   

Loose Leaf Collection

Loose leaf collection will take place at curbside every Monday between November 2 - January 2, 2004.  It must be clear of all obstructions (no limbs, dirt, etc.)  Loose leaves only, do not bag.  This pick up will be made by the East Spencer Public Works department.

Bulky Waste

Bulky Waste is scheduled to be picked-up on Fridays only.  If you have bulky waste that needs to be picked-up you must call Waste Management to get on the Friday schedule.  This should be limited to a reasonable amount of waste, preferably no more than one pick-up truck load.

Recyclable Yard Waste

Brush collection will take place every Tuesday.  No individual piece may be larger than 3 inches in diameter and more than 4 feet in length.  Absolutely no household garbage or construction debris.  Maximum of 2 cubic yards (approx. 1/2 pick-up) of bulky brush will be collected.  This pick up will be made by the East Spencer Public Works department.

Exclusions

Waste Management is not required to collect, transport, dispose of or otherwise handle hazardous waste, medical waste, special waste, construction and demolition waste, yard waste, industrial waste, abandoned vehicles, tires, anti-freeze oil, etc. will not be picked-up for disposal.  You will be responsible for the proper disposal of these items.
