Position: Town
Administrator
Reports to: Board of Alderpersons
Department: Administrative
Job Summary:
The Town
Administrators’ duties are to manage the finances of the Town of
East Spencer. Apply principles of accounting to analyze past and
present financial operation and estimates future revenues and
expenditures. To prepare budget by analyzing records of past and
present operations, trends and costs, estimated and realize
revenues, administrative commitments, and obligations incurred
to project future revenues. Document revenues and expenditures
expected and submit to the Board of Alderman. Maintain budgeting
system, which provide control of resources and assumptions
underlying budget forecast. Interprets budget to Alderman and
uses financial system for budgeting. Assist in financial
analysis of legislative projects to develop capital improvement
budget and develop budget and efficient use of funds.
Essential
Functions:

Supervise and monitor department spending.

Generate timely financial statements.

Assign and distribute fiscal responsibilities, in
consultation with the Board of Alderman.

Creates and applies fiscal controls and procedures
within the Town of East Spencer.

Develops and monitors budgets.

*
Conducts periodic audits of per diems to actual
expenses, and budget comparisons to actual.

*
Maintains communication with the Board of alderman as
well the Department Head, supervisor by providing
relevant fiscal information.

Responsible for all financial procedures and records.
These responsibilities includes:

Maintenance of checking accounts and invoices.

Responsible for subsidiary ledgers: cash
disbursements, cash receipts, accounts payable,
month-end payroll summary, accounts receivable
summary, and journal entries for adjustments to the
general ledger.

Responsible for current and capital fund, general
ledger, trial balances, financial report, and
balance sheet.

~
Preparing monthly reports that include accounts
payable reconciliation accounts receivable
reconciliations, cash flow report, and balance sheet
audits.

~ Any additional duties may be assigned by
Mayor or Board of Alderpersons
Qualifications:

Bachelor’s Degree required with a Master’s in finance,
economics, public administration, or business
administration with a minimum of 5 years experience as a
town administrator or manager

DUTIES: This
position performs police patrol, investigation, traffic regulation, and
related law enforcement activities.
REQUIREMENTS:
Minimum qualifications include: must be 21 years or older at time of
employment; must have already successfully completed an approved basic
law enforcement training (BLET); must possess, or be able to obtain by
time of hire, a valid NC driver’s license without record of suspension
or revocation or otherwise poor driving record in any state; felony
convictions and disqualifying criminal histories within the past seven
years are not allowed; must be US citizen and be able to read and write
the English language; must be of good moral character and of temperate
and industrious habits; must have high school diploma; education and
experience preferred. Necessary knowledge, skills and abilities include:
some knowledge of modern law enforcement principles, procedures,
techniques, and equipment; ability to learn the applicable laws,
ordinances, and departmental rules/regulations; ability to perform work
requiring good physical condition; ability to communicate effectively
orally and in writing; ability to establish and maintain effective
working relationships with subordinates, peers and supervisors; ability
to exercise sound judgment in evaluating situations and in making
decisions; ability to follow verbal and written instructions; ability to
meet the special requirements listed below; ability to learn the city’s
geography. Special requirements include: ability to meet department’s
standards, firearms qualifications, and satisfactorily complete a city
physical/psychological evaluation, background criminal investigation,
and drug/alcohol test; ability to work varied work schedules as needed;
basic law enforcement training (or police officer standards and
training) certification or equivalent. This position requires residency
within reasonable commute.
